Vladimir
Milov (Russia)
Born on June 18, 1972, he graduated from Moscow Mining
University on 1994.
In 1997-2001, he was with the Federal Energy Commission of Russia,
the natural monopoly regulator (F.E.C.). In 1999-2001 he headed the
economic analysis department of the F.E.C.
In 2001 he headed an expert team within Moscow-based Center for Strategic
Research, a Government-linked economic think tank which was responsible
for development of strategic economic programs under Kasyanov’s
Government. At CSR, among other projects, Mr.Milov was responsible
for design of the Russian power sector reform legislation, adopted
in 2003.
In December 2001, he was appointed adviser to the Minister of Energy
of the Russian Federation.
In May 2002, he was appointed Deputy Minister of Energy of Russia.
In this position Mr.Milov was responsible for development of the national
Energy Strategy, privatisation and structural reforms within Russian
energy sector. In October, 2002, he had resigned due to disagreements
with slow progress in market reforms in the Russian energy sector.
Working in close cooperation with economic Minister German Gref, in
the fall of 2002 Mr.Milov had developed the Russian domestic gas market
restructuring concept, published by the Ministry of Economic Development
and Trade in November, 2002.
Since then, Mr.Milov is heading the independent, non-profit Moscow-based
Institute of Energy Policy, advising the community on strategic developments
within Russian energy sector. Mr.Milov has multiple publications in
Russian and foreign press, and is the author of a number of conceptual
reports on development of Russian energy markets and energy policy.
